Elisa Foster - BA, JD

Elisa B. Foster earned her BA in English from Howard University and a subsequent JD from Syracuse University College of Law. She has been an attorney since 1994 and is a member of the Maryland Bar Association.

Following her graduation from Syracuse University, she worked as legislative aide for then Congressman Sherwood Boehlert from upstate New York. As Rep. Boehlert’s legislative aide, she was tasked with monitoring legislation, conducting research, drafting memoranda, and making recommendations to the Congressman regarding votes on Women and Children’s Issues, Welfare, Education and other social issues.

Her time on Capitol Hill launched her career in public policy where she has cultivated her demonstrated expertise in providing government and corporate solutions in the areas of business and legislative policy analysis. She has worked as the lead consultant on major projects for a number of governmental entities, including the District of Columbia, State of Maryland, Federal Government, and the U.S. Virgin Islands. In these projects, Ms. Foster assessed the status of the relevant organization, identified the challenges, recommended solutions, and implemented creative remedies to achieve project goals.

Ms. Foster has worked as a Business Analyst on a variety of projects for two innovative consulting firms. In this capacity, Ms. Foster was involved in the coordination of a District-wide Interagency Task Force for the District of Columbia, in assessing the city's Lead Control Program to determine how and where services were functionally misaligned with established and/or emergent health and wellness objectives, and in offering an integrated approach to coordinating and executing a unified lead poison response strategy.

At the height of the Pandemic Bird Influenza public concern, Ms. Foster was tasked to provide public health domain expertise in support of the District of Columbia and State of Maryland’s respective Pandemic Influenza Preparedness Programs and logistical support for both the District of Columbia and Maryland Pandemic Influenza Summits.

Elisa supported the Virgin Islands government in the creation of the Virgin Islands Waste Management Authority. As a Legal Policy Analyst, Ms. Foster was responsible for assessing relevant legislation and statutes that pertain to the island’s Waste Management Authority. Ms Foster co-authored the Virgin Island Waste Management Authority Bylaws, Policy and Procedures Manual as well as the compliance and implementation plans.

Elisa’s most recent projects have included consulting work to provide organizational business processes for FEMA and FAA.
